Rule Book
Introduction:
The NOMA midget group was formed to establish a progressive group of drivers, owners, pitmen and race fans of Midget Auto Racing. It is the purpose and intent to present affordable and professional racing events of Midget Auto Racing in the Pacific Northwest. Primarily this is a dirt orientated group in the state of Oregon but will keep its options open as future expansion of the association grows in time. The goal of the Northern Outlaw Midget Association is to keep midget racing healthy, have fun, build camaraderie, and strive to keep the sport affordable for decades to come.
**Drivers must be 18 years old and possess a valid legal drivers license for their respective state.**
Safety Rules:
1. Helmet-----only Snell Foundation approved helmets specifically designed for auto racing permitted. Helmet must be in good condition with NOMEX lining recommended.
2. Seat Belts-----must be 3 inch racing design lap belt with quick latch system. Must be in good condition with date and specification label no more than 2 years old. Subject to inspection at any time.
3. Shoulder Harness-----must be 3 inch design double over the shoulder and in good condition. Subject to inspection at any time.
4. Arm Restraints and Sub Belts-----mandatory and in good condition. Subject to inspection at any time.
5. Steering Wheel-----racing type with padding in the center of the wheel. Quick Release recommended.
6. Roll Cage-----sufficient padding mandatory in roll cage area of driver’s head and arms. Cage net recommended.
7. Uniforms-----NOMEX (or equivalent) fire suits mandatory. Fireproof gloves, shoes, underwear and head sock recommended.
**Driver is responsible for his safety and equipment at all times.**
Car Specifications -
8. Wheelbase-----65” to 76” maximum.

Frame-----full cage design. Must be constructed of D.O.M., Shelby, or
4130 Chrome moly steel material.
No aluminum, titanium, soft alloy permitted.
10. Front Axle-----Tubular steel chrome moly alloy only, No titanium or aluminum permitted. Rear axle must be quick change style
11. Nerf Bars-----must be steel and securely fastened----front may be aluminum.
12. Body-----Full body midget type—hood, nose, side panels, tail tank, arm guards (optional). No side wings, side panels, sails etc. permitted.
13. Seat-----Aluminum high back or low back with head rest mounted with grade 8 bolts. No fiberglass/carbon fiber seats permitted
14. Firewall-----Complete firewall between driver and engine compartment----complete floorboard between firewall to front seat.
15. Dashboard-----Must have clearly marked On/Off switch. Fuel shut-off must be within easy reach of the driver.
16. Fuel Tank------Tail style with approved bladder for methanol alcohol only. Mounted behind driver between frame rails.
17. Weight Limits-----Air cooled engine-----800 lbs minimum.
Water cooled engine--900 Lbs. Minimum.
These minimum weights are less driver at any time. Any added ballast will be painted white and have car number on it and must be located inside the engine location area.
18. Fuel-----Methanol only—No gasoline, nitro oxide, nitro methane.19. Tires-----Front---------Open
Left Rear-----Open
Right Rear---42 hardness durometer minimum.
20. Wheels-----13 inch diameter only. No width limit.21. Brakes------Must be equipped with a suitable brake system, at least one front and one rear minimum. No titanium, carbon fiber rotors allowed.
22. Shocks-----One per wheel. No driver adjustable shock systems permitted.
23. Suspension-----Torsion bar, coil over, leaf spring only. No air lift systems or electronic traction devices.
Engine
· Muffler must be run at ALL times.
· Water cooled engine must be iron block.
· Engine must be located between frame rails. Within 1 inch of center with a maximum 45 degree layover of crankshaft line.

General Racing Rules
1. All restarts will be single file.
2. (1) Complete restart per event / single file start after restart.
3. All starts will be started at the turn #4 line or cone.
4. Front row sets pace for starts / after (2) false starts both cars will go the rear.
5. No racing to the yellow flag / lineup will revert to lap before.
6. Any car (s) causing or considered involved in causing a yellow will go to the rear of the field.
7. All cars must stop as quickly as possible when the red flag is displayed.
8. No speeding in pit area at any time / Fine or suspension maybe levied.
9. Any driver causing excessive DUST in infield will be BLACK FLAGGED / FINED.
10. Stay in single file order under yellow flag / NO passing on restart until you are past turn #4 cone / remain behind the car in front of you until past the turn #4 cone / any passing of car (s) before turn #4 cone will result in being set back 2 places for every 1 gained at the time or end of the event..
11. If a yellow / checkered flag is used to end an event you will race back to finish line to determine finishing order.
12. Any car using infield area to gain positions other than to avoid an accident / spin will be moved back during the race or set back at the end of the race.
13. Loss of muffler will be automatic disqualification of that event.
14. Exceeding the noise decibel limit may result in fine or disqualification of that event.
15. Car may re-enter race under green ONLY when the race official gives clearance to do so.
16. ALL cars must participate in wheel packing when called to do so.
17. NO fighting / un-sportsman like conduct / verbal abuse, or un-professional display’s will be tolerated. Fines and / or suspensions will be levied if necessary to any situation.
18. NO stopping on track or causing delays to racing program.
19. ANY abuse to any official (flagman, scorer, announcer, etc.) will not be tolerated!
20. NO protest allowed.
21. Official’s decision will be final at all times
